I took a look at the Google 3dWorlds last night. Looks like the owner of a collection is the only one that can put objects in it, so someone would have to take that role on. Apparently you can suggest objects that have been posted to the general site at large to the owner of a collection and he can then add them. PITA really.

So here's a look at my gameboard with some of my terrain items placed on it:

Here I've moved the camera position closer to the board, and turned on "shadows":

Based on a few hours of experimentation (and no previous 3D design experience!), it looks to me like SketchUp has some promise for designing scenario maps.
