Toby Thornton of Artmaster Studio writes:

Whilst the filler is still wet, submerge the base in the brown ballast, and leave for a few minutes in order for the ballast to adhere to the filler.

Then remove your model, and lightly tap the underside to remove excess ballast. Place to one side, and allow drying time.
