You could also use the Prince August "Wolf Rider" mold's Goblin figures. The mold is available at PA:

These are true 25mm scale figures. I have not seen the dinosaurs, so I cannot be certain the Goblin riders will be the correct size. I have, however, used these Goblin riders atop the plastic bucket-o-dinosaurs Triceratops figures, for ultra-heavy Goblin cavalry, to good effect. Cheers!

A Good-Looking Army in a Reasonable Amount of Time

Painting a wargaming army is a completely different beast from painting a single miniature for display.

As I've mentioned time and time again, you can buy these packs of cheap dinosaur skeletons at the Yankee Dollar chain of $1 USD stores - but supplies are dwindling...

Three dino skellies

Like the others, this third pack contains three models:

Shield-necked dino

There's a four-legged, shield-necked dino skellie, sort of like the famous Triceratops but missing a few horns.

Walking dino

Another sort of generic-looking "walker" dinosaur, but with a crouched pose and very small arms.

Another walking dino

Then there's this fellow, much like the last guy but with a smaller skull with two fins on top. (I don't remember this one from my school books...)

A better look

I'm not sure what I'm going to do with these - Night at the Museum adventuring? "Dragon" Undead for fantasy gaming? Or Night of the Giant Zombie Dinos?
