Just started going through the rules and if things move in Base Width's (BW) does that mean a 4cm base moves slower (4cm) than a 6cm wide base? (6cm) And missile fire goes further with a wider base? What am I missing?

All bases are the same width in the game. So if you decide on 4cm base widths for your units, then all units will move in terms of 4 cm units of movement.

John has it right- you decide on base frontage and this applies to all units. For example my 28 mm units are all on 100 mm frontages, so BW is 100mm. When I play with my 10mm stuff, they are on 40 mm frontage, so BW is 40mm. That's one of the (many) reasons why I like these rules.
