Looking for advice on where to get or how to make sabot bases for Impetus. All of my stuff is based for DBA and I'd like to combine 4 bases to make a single Impetus unit.

just combine 4 bases to make an impetus unit.

I've played it by just keeping the bases together but one player who was less familiar with the rules kept wanting to move them as individual bases when turning to face etc. so I can see the desire.
What are the figures on already? If they are steel based then using some thin magnetic material is probably enough. If they are on magnetised bases, then steel paper should be enough. Otherwise, thin card and perhaps a bit of blu-tak under each base. It just needs to be enough to remind the player to keep them together.

I also tend to only use 2 cavalry bases rather than 4. I didn't find it had an impact on the game.

Add magnets and either have a base with magnets or a metal base

I rebased – never going back to DBx so it seemed worthwhile, get more units that way :)

Pretty sure Warbases offer Impetus sabots along with measuring aides, templates and angles

I made my own using plasticard:

I use the "sidewalk" plasticards from Evergreen, which are pre-scored and so easy to snal to the desired size instead of requiring measuring and drawing lines and cutting yourself.

Litko probably either offers bases the right size or would custom cut them for you.

For 15mm I would buy/make rectangular bases of the correct foot print and top them with either steel paper or magnets to match the opposite number on the bottoms of the DBA bases.

That or simply glue the DBA bases to thin sheet styrene of the appropriate size.
