I played this scenario during play testing and the elevations and depressions were very evident. Unfortunately the photogrpah doesn't have enough contrast to show them.

The designer did the terrain boards using blue foam insulation board and then had the boards covered with light felt cloth that was molded to the contours.

Cloth overlaid on elevations

And here's the traditional cloth-on-top-of-hills terrain set-up, with the addition of a cloth waterway as well.

Blue felt as ocean

And this game uses the same idea of blue felt for ocean, white felt for beach.
