As noted above, Rome is the empire which set the standard for all others. Even the word 'empire' is derived from Latin….

Not really.

Size was not that great.
Duration about 600 years. That is decent. I don't know if any of the Chinese ones would beat that.

Size wasn't all that great in absolute terms, but at it's height the Roman Empire contained about 75% of all the real civilizations in the world. Yes, vast stretches of the Earth lay outside it's borders, but no one but savages lived there and not very many of them, either.

The roman empire is in 13th place over % of world popluation, so with 21% so infact there where MANY of them, also calling the Chinese savages might be slighly iffy?….

The Achaemenid Empire controled 44% of the world population. Rome was in the little league compeard to that.
