I have, and use, both 25mm and 28mm minis.

There is no problem combining them on the table, providing that, in most cases, you use them in separate units. Thus I have both 25mm units and 28mm units in my Macedonian army, and also in my Roman armies. I plan on doing the same with my Classical Indian army, and certainly with the "Celt" army I am half finished with.

How many are popular between 25 and 54? 4 including 25 and 54.

Not a scale – it's a size. There now we have that out of the way.

It depends.

I would no more think about using my Old Glory Spanish American War figure (listed as 25mm) with my RalPartha Colonial figures (listed as true 25mm) then mix antifreeze with the oil in my car.

On the other hand, I have figures ranging from 25mm to 28mm+ in my Vietnam collection. Let's add the other comment, it all depends on the size of the equipment matching across lines/sizes and not the size of the figure.

25mm and 28mm are not scales. 1/72 is a scale. Can you mix 25mm with 28mm or 1/72 figures? It depends. If they look the same size then ok, but if they are different than it will look bad.

I grew up when there was only 25mm and it was accepted that there were bigger and smaller interpretations of this. Having a designated "28mm" range seems like an imposition by manufacturers seeking to one-up themselves, or justify higher prices. I liked it better when life was simpler and you didn't have to flog yourself over mixing a 25mm figure with a 28mm figure in a unit. What's the point over a 3mm difference anyway?

The rest of the question is confusing to me, throwing out all these other scales and asking -- what, exactly?

neither are scales,they are sizes, and very flexible at that.

25mm 28mm 32mm 35mm 40mm 42mm 54mm

40mm & 42mm look ok together.

28 figures tend to be a lot beefier than old-style 25mm figures and don't go together well (IMO).

Oh for the days when we just had worries about whether Minifigs & Lamming 25mm looked ok together (or any other pairing of manufacturers!).

Throughout "history", the stated scale was flexible.

If you want to know can you use them together, then it depends.

It doesn't matter to me much. I use what I have mostly. They are just markers anyway.
