Given the technology (powered by hand, no electricity, the attack on enemy ships being made by attaching an explosive charge by moving next to an enemy ship) the chance of meaningful damage to the Royal Navy was pretty much zip, so I think the Emperor made the right call

Agree with Frederick. Since the British blockading squadrons were almost constantly under sail, there would have been very little chance of a hand-powered submarine conducting a successful attack.
