I buy new rules when they have something useful--scenarios or terrain-making guides, usually.

Otherwise, they have to be in a period I wargame, be compatible with my current basing, be easy to read and understand and operate with no more book-keeping than the odd token. Which means I mostly download and print out rules, or copy them from old magazines. As far as I'm concerned, the day of the 50+ pages in hard cover, and don't forget three supplements rules has passed long ago.

Other – I buy rules quite frequently but I'm not a rules collector (well, not in my opinion anyway).

My "Other" is buying rules when something about them strikes my fancy. Unfortunately my fancy isnīt very often struck so I donīt buy a lot of rules these days.

Other – very rarely. They have to have something that is missing in the rules I use and also be easy to play. I'm getting too old to learn new rules very easily.

Other – I buy them when I need to. I'm always open to new ideas and will try most things a couple of times. If it's obvious from that that I'm going to use them a lot, I'll buy my own set. Otherwise I'm generally happy to share (I'm not much of rule reader anyway and like to focus on the social aspects of the game rather than hunch over the book wink)

I've slowed down on rules buying. I have sets that covers most of the periods I game. If they contain lots of reference material for a new period I may buy them or if it's a writer I like and they have come out with a new set.

I'm more picky now days but also playing a lot more.

Rarely. I only buy new rules if I find a set that is clearly superior to what I am currently using, and as I a don't actively look for new rules the occasions for buying new rules are few and far between.
