A part, but not a necessary part. |

Agreed I wrote a few rules in my misspent youth but now rely on people who write good ones! |

Ditto advocate. As the question implies "necessary", I selected "no." If the question is clarified to deal with advocate's provision, I will adjust my vote accordingly. |

Advocate hit this answer out of the park on the first swing. In my youth, I would write my own, and teach my rules to my buds, and we would play a few games. Life was simple and good. I haven't had the time for that in 20 years. Jobs, families and other real life bits take previously free hobby time away. I am left with being able to play on occasion, and I don't want to spend precious hobby time writing rules. So I look for a set that comes closest to what I want to see, and run with that. |

I started wargaming when self-written rules were nearly all there was. But that was over 50 years ago. Things have changed a bit :) But there's no set of rules out there so good that they couldn't stand some tweaking :) |
