I think WarHammer Ancients is probably better for competitive play, but you could use Hail Caesar as well

You might need a bigger player base than HC has but all game systems are suitable for competitive play.

If, on the other hand, by 'competitive' you mean the kind of bullying, bickering game nobody wants to play, then I doubt you get enough interest to make it viable.

For general competitive play at a convention or something, probably not.

I think by competitive they mean a tournament, which it is not suitable for.
Too fuzzy. All the special rules etc.
But for a convention participation game it'd be great.

I don't see it working well for competitive play either. I signed up for game at Adepticon and am looking forward to it.
