Also, I can think of several instances where Judge Dredd wasn't technically a Judge, but is there really ever a separation of Joe Dredd from Judge Dredd?

Also also, Bartman is Bart Simpson's alter ego, not Homer's. Mr. Plow maybe?

I'm not sure many of these qualify as an "alter ego", just an additional statement of their persona.

Ben Grimm and the Thing do not switch back and forth and try to disguise who they really are.

Same with Tarzan, who may be Lord Greystoke, but again, he is not swapping back and forth.

Many others – you can decide for yourself. But for me, an alter ego implies maintaining two different identities nearly simultaneously where there is no connection from one to the other. (Scarlet Pimpernel, Batman, Phantom, The Shadow, etc.)

I'd agree that a lot of those characters don't have alter egos, especially Judge Dredd, Wolverine and the members of the Fantastic Four.

Also agree with Terrement. Interesting that Donald Blake and Thor are missing …..a case where the 'human' is the disguise and the hero is the reality.
