As I have only ever played fantasy or post-gunpowder naval, I would have to vote Man-O-War. It wasn't great, but loads better than Uncharted Seas. With honorable mention to Limeys & Slimeys for the title. I fondly remember back when I had to have a wargaming vet explain to me what that was. |

Empire ships have cannon. Dwarf Ironclads also have big guns. |
