The Monitor was a very poor design. Somebody with that many resources at hand should have built a better ship.

Voted for the Monitor. All the ironclads were poor designs at first. But the Monitor got my vote for being the first ship with a revolving turret.

I also went with the Monitor. More than 30 patents involved in the design.

I recommend the book "The Monitor Chronicles" which is the collected letters of the Third Engineer on the Monitor.
