There is no question that Frederick the Great was key in putting Prussia down the path that would lead it to dominate North Germany and eventually the entire country

I am not sure that, when everything is added up, that was a positive long-term development, which is why I voted for Catherine the Great

I have no such set with Catherine.
The choice was easy.
