Along the same line – wasn't Tone a heavy cruiser?

Yes, Tone and Chikuma were heavy cruisers with a moderate seaplane capability (5 each). And even after the conversion, Ise and Hyuga were the battleship equivalents, each carrying only 22 planes (including disassembled reserves).
