GURPS definitely. Ive run GURPS games as straight up wargames.

Traveller kind of but use a set other than the original if you want tactics

3:16 for a narrative war campaign.

Savage Worlds started as a wargame.

The Battletech RPG is called Mechwarrior btw, not Battletech.

DP9's Jovian Chronicles (dp9.com/jovianchronicles) uses the same system as their (also quite good) Heavy Gear, but takes things far further into deep space combat as well as ground attack. The sheer span probably deserves at least a mention here.

If we're going to allow 3:16 in here, and I love 3:16 don't get me wrong, we probably should put Chris Perrin's Mecha (drivethrurpg.com/product/82258/Chris-Perrins-Mecha) on the table as a more narrative and slightly less "gamey" wargame/RPG.

And if we're going to go THAT far, we might as well add Bliss Stage (tao-games.com/bliss-stage) to the list, because as a game ABOUT war, even with heavily narrative influence, it's hard to match.
