Well, he had no intention of invading the Americas. Though he would probably have supported right-wing governments in South America, giving the USA something of a dilemma.
And obviously by 'Europeans' me meant German-led Europeans'.
So with those caveats, a 'Yes, he meant it'.

Agree with Advocate. And as far as European, I believe he meant Germanic Europeans (which included the British) only.

No, he didn't mean it – plenty of good Europeans were rounded up by force and sent to death camps.

I don't often say this but IMHO this poll is a mistake.

Yes, he was responsible for the deaths of untold numbers of Europeans, however that did not mean he was open to the presence of non-Europeans in his empire.

I think he meant it – the pre-WWII world was such that the thought that dominating Europe made you top dog in the world was something a lot of Europeans thought was true

This statement is typical of political speech. "Europe" and "Europeans" refer to two different subsets (ALL of Europe for SOME of the Europeans) without making the distinction.
