movement rules tend to be resolutely based on unit type not quality, and where quality is taken into account it is often as a special case or modifier, rather than integral to the movement system.

It costs an extra pip to move your group in DBA if it includes Hordes (levies etc.) … and e.g. in FoG, it is harder to move and manoeuvre undrilled than drilled troops … In Lost Battles Veterans can make more moves than other troops …

A few examples …

… so generally I would argue that Richard's underlying generalisation is false (by and large, ancient rule do take account of quality in the movement/manoeuvre system) …

POLL DESCRIPTION
Writing in Slingshot magazine, Richard Taylor observed:
It would seem reasonable for example that veteran units should manoeuvre and march faster than levies, not because the individual men move faster of course, but because they are more responsive to orders, better drilled, and their commanders more in tune with the wishes of their general. Yet movement rules tend to be resolutely based on unit type not quality, and where quality is taken into account it is often as a special case or modifier, rather than integral to the movement system.
