It all depends on one's interpretation of "nomadic". The Oxford dictionary describes it as "roaming from pasture to pasture, or a member of a tribe, or a wanderer."
Most of The Mongols grew from tribal to Imperial, but I don't think that I would class Kublai Khan for instance as nomadic, by this time he ruled an empire from a fixed capital.
