Depending on how much slop you are willing to accept in the various opponent's decisions.

Take a game like "Samurai Swords" where each player has to bid at the start of a turn. Sure, you could just roll for each bid, but that doesn't reflect the "player" in deciding how important it is for them to go first.

Games that are more deployment and skill oriented than dice rolling can run into problems with random arrival, random deployments, random availability of troops.

Games where each side in a match-up has to decide whether to spend another turn improving the aim or shoot first with a lesser capability.
