Pre-gunpowder rulesets have one thing in common: hundreds of armies to choose from. Some of them are popular like the perennial Romans. Others I've personally never heard of nor come across any mention of them in gameplay. How about… finding out which armies from cavemen to Late Antiquity are actually used by players? That might make the work of rules developers much easier when it comes to thinking up the lists.
