Not your max budget price, not your planned project price, but that total impulse, "sure, I'll pay that," price. Let's assume that the object of your impulsive desire is more than just a bit of terrain or other fluff, but something like a set of rules or a boxed game set, or even a specific significant model. (For example, I was in my FLGS and picked up Gale Force Nine's Tanks: Panther vs. Sherman Starter Set. WWII isn't my typical period or genre, but I looked at it, saw it had three tank models and complete rules, and then I saw the price: $25 USD. And that's when I thought "What the heck" and took it to the cashier. So my "what the heck" price is clearly $25 USD or less.)
