I prefer the DBX/WRG standard. You can look at the base, and deduce its role. Whats the difference between heavy and light infantry? Three (normal, human-sized) heavy infantry on a 50 x 25mm base looks like early arrivals at a soccer game.

Infantry for Mighty Armies (originally published by Mongoose; now published by Rebel Minis) are mounted on 2" x 1" bases. For game purposes, the number of figures per base is irrelevant.

The first-edition army boxed sets provided four 15mm infantry figures per base. Several of the newer army sets, released since the second edition of the rules, feature three 15mm figures per base. Which do you prefer?
