MIlitary spending is as much political as it's based on actual military concerns.

It's the one area of Keynesian spending that both parties will agree on, and thus serves as a sort of safety valve we can pour money into, to ensure a certain level of jobs and economic activity.

Even if there were no humans left on the earth outside the US, we'd still be building some tanks ,for that reason alone.
