I'm with Fredrick on this one. the concept of "luck" could be taken as providential fate or the capitalization of a particular situation. If the latter, then the idea of "luck" has far more to do with the ability of a particular commander to exploit a given situation than it does to any "fate of the gods". If the former, there still might be an element of skill or ability to make the most of a good or bad situation depending.

Good rules should be designed in such a way so that good command decisions are rewarded or at least benefit regardless of how bad the dice go. One of the marks of good game design to me is the rewarding of commanders who make sound tactical and strategic decisions regardless of how bad the dice are against them.
