Wulfgar Supporting Member of TMP writes:

Most rules that make that claim tend to add a single caveat: Both sides must have the same basing, or at least the same frontage. "The Pikeman's Lament" is a good example. So is "Impetus" and "Sword and Spear." A sabot can help, as can dice or markers which record a units break or morale status.

I don't believe that "any basing may be sued with any rules set." That's not been my experience, but mainly because most players tend to prefer conformance to the author's standard.

I do as Frederick does. I build both sides. Other gamer's mileage may vary.
