The word "should" irritates the bejabbers out of me, when used in the context of a TMP poll. It implies that the result of the poll is binding and enforceable. Ummmm… Suppose the poll passes? Then what? In almost every circumstance, I vote "it would be nice, but not necessary."

Now, if we have a poll which asks "Should Perry release a Washington Crossing the Delaware set, based on the Leutze painting?" I will of course vote an enthusiastic YES!
