I am fine with it happening in more modern games where there would be radars, laser range finders, and similar implements where they could have a pretty good idea of the ranges.

I am less okay the older the period the game is supposed to represent. Declaring an action just to find out the opponent is out of range for a shot or charge happened in real battles, so why not in the game? Have yet to see it ever turn a battle though, so why make that big a deal of it. If both players agree to not do it fine. Otherwise, suck it up and play the game.

Newer, "simpler" rules systems allow for premeasurement. You can move your miniatures to get the range and positive effects of terrain.
