Depends.
When I play in 28mm and use Geo-Hex, so my hills range from about 1/2" up to steep reights of 3". Then I have custom-made mountain ranges as high as 12" for places like Hoth.
For my 1/18th-scale skirmish games all the terrain is cutsom made, and things like the Normandy cliffs are about three feet high.
