Assuming rules that are professionally produced, bought at retail outlets/suppliers or as high cost downloads, and actually constitute an investment of time and money on the part of the buyer.

Everything being equal (i.e., no abysmal writing style, poor editing or use of language, or unworkable mechanisms), what you have is a perfectly usable rulebook that gives a good enjoyable game. So how long will you stick with it before it gets stale and you move on to a different set for the same genre/era/war?
