Now that I think about it I think I could come up with some very detailed air combat rules covering the period 5000BC to 1918, even though there was significant development over that period.

What is your mindset on rules how specific should they be?
war is war
Good rules will represent Cavemen through Science Fiction/Fantasy with little or no tweaking for specific genres/eras.
all historicals are the same
Non-historical rules are different ('Magic' or 'Super-Tech' or Psionics effects).
rules should cover a broad era
There are only a very few real 'game changers' rifled muskets/repeaters through Railroad movement of troops through tanks/aircraft that require significantly different rules.
rules should cover a narrow era
Major social or technological changes in a culture make those wars unique or different from prior wars, and those should have different rules that reflect those changes and how it affected war.
rules should be very specific
Almost every war is unique enough to mandate a new set of specific-to-that-war rules.
