I assume the question means "Charts to resolve a game mechanic" ala IABSM or ASL, since I'm hard pressed to think of a game that doesn't have a chart somewhere.

A chart can have its benefits, if it includes a wide array of possible outcomes, which would be fiddly to cover with individual mechanics.

I tend not to write chart-driven games but I do occasionally enjoy playing them.
