"Well-written rules" seems like signing a blank check. Yes, of course--but what constitutes being well-written? Who decides?

I would say rules were well written if everyone agrees on what the players' options are at each point, what the players must do in any situation, and the consequences of any random event. That's called "clarity" and I think everyone is in favor and can recognize it.

But when you get into what makes rules "realistic/historical" there's room for a lot more debate, and when you ask what makes rules--not games--"fun" it's completely subjective.
