I agree with UASFpilot. I said that about B2 – is it really the best – or simply everyone being nostalgic. It also may be one of the most well known since it was included in one version of the Basic set.

City State is a supplement – not a module. And an odd mix of tournament (one-off) modules and campaign modules. Some modules feel like they are "dropped" in and don't really fit in any world/campaign. I like modules that "fit my world" so a lot of these do not. Great for a diversion, but again, does that make it best. Everyone will have their own bar as to BEST.

I found it hard to choose from this list. There are a lot that were fun (S2) and ridiculously deadly (S1) , lots with big battles (G1-G3). A lot depends on how your party played the scenario (was it fun or a drag, well role-played, interesting).

From this list, maybe T1 Village of Hommlet?

Whether OD&D, BECMI, AD&D 1e, or 2e, which published adventure module wins out as The Best? We're talking the folded, stapled beauties with the cardstock cover, so no 3-5e WotC/Paizo stuff (even if they're great, they're not classic). Yes, third party stuff (like Judges Guild) counts. The standard should lean more towards the way it plays over production values.
