Yes they had to take the two forts but then New Orleans surrendered with a fight. The 3,000 man garrison had abandoned the city. I am too tired to drag out my books but rest assured it happened that way. Farragut didn't have anyone to occupy the city except a few Marines.

Realizing that resistance was useless, Confederate General Mansfield Lovell withdrew his 3,000 troops northward, and the city fell on April 25."
