I can't speak for the people answering the poll, miniMo, but NB is done in 28's. I know an active group within two hours of me playing that way. (Yes, the table set-ups are interesting.) And my people play CLS in 30's, but we always have. What rules are you thinking of as typically run in 15mm?

It struck me that a lot of the voting seemed to be for skirmish games, or for (nominally) "basing agnostic" systems for fighting proper battles.
