Sometimes though, the minis need a rules set BEFORE I'm interested. Such is the case with The Prisoner. Since the show was more about a battle of wills than action, this is one of those RPG-type games you really could play just fine with no minis at all.

I find minis is RPGs useful for working out who is standing where during combat. The Prisoner would have very little combat, unless a set of rules changes the way the whole thing is supposed to play out.

So I put 0, and wouldn't nudge that up at all unless there were rules that made the minis compelling.
