If a car crashes alongside the road we don't leave it and the occupants until the dissolve away. Ships are no different. I think they should be recovered if people want to recover them. But, just like a car crash, there should be international laws and procedures to document and items for posterity and history. Items recovered have much greater financial and historical value if they are in context. Items recovered outside territorial waters should not be subject to taxes.

Items inside territorial waters should be subject to national laws. Taxes should be minimal to encourage exploration.
