On the topic, yes, I've used it a couple of times in ACW naval games. Thoroughbred has a tugboat and barge set with a couple of the barges full of cotton bales. pcglabs.mun.ca/~timm/venice has as an objective to get the barges from one end of the table to the next.

In Charge! issue 6, Larry Reber writes about using cotton bales as a scenario objective in an ACW game. During the later stages of the war, cotton became a prized commodity that could be sold by enterprizing Union soldiers for quick money.
