Since the Type 98 was designed to fix some of the many problems with the Type 95 it's hard to see why anyone would vote for it.

Yeah, it was rubbish – but it was better than the Type 95.

There's endless debate about which was the best tank of WWII. Some argue the Sherman for reasons of reliability and ease of manufacture, others say the Panther or the Tiger for their heavy guns and very heavy armor, and others the T-34 for its various innovations such as sloped armor. Yet, I've never heard an argument as to which of the many failed tank designs of the war was the worst.
