Unfortunately, poor marksmanship in criminals may decrease target hits, but it tends to increase hits on everything else.

The thing that I never articulated for this poll is related to the cover one. It's more that, depending on the plot need, a bullet will be stopped by a cardboard box and then the next one will go through a brick wall and hit the target hiding behind it.
