I cannot for the life of me understand the fascination with "suppressing fire" as an active mechanic.
By "active mechanic", I mean an actual rule that has players saying "Well, I want to keep those guys' heads down so I am going to lay down suppressing fire on them."
And then he does, and they are, and there's nothing the owning player can do about it, and I'm sorry, it's just part of the same ridiculous "military science thinking" that accepts as axiomatic that a modern US Aircraft Carrier cannot be sunk by a single catastrophic hit.
(It's true, they actually believe that, they teach it at Annapolis and the U.S. Naval War College and naval doctrine is centered around this notion which ignores 10,000 years of history.)
Erroneous assumptions make bad tactical doctrine which makes good soldiers dead.
If you want to "suppress" troops in a game, then make sure weapons effectiveness is sufficiently lethal that a player who does not play intelligently will lose his troops.
Period.
Any set of rules that lets idiots play stupidly because they either found a way around their opponent's "suppressing fire" or survived it and can now ignore the actual attack is a bad set of rules.
Any rules that replace tactical savvy with a mechanic attempting to simulate it are bad rules.
And I haven't had my coffee, yet, but that changes nothing.

For the sake of definitions, lets say "Modern" counts as anything post-WWII.

So then, which Modern or Sci-Fi rules best model suppressing fire?

(Poll options from this pre-poll discussion.)
