Why bother with the body armor. I get that according to canon it acts as an emergency space suit in case of decompression and whatnot, but clunky and useless in general combat either vs. blasters or sticks and stones.

If I recall correctly, Clone Troopers and Storm Troopers are two different generations.

The movies where each are take place decades apart from one another, so it is possible to have Clones raised and trained from birth, and Storm Troopers who cannot hit anything because they were pushed through training waaay too quickly so they can stand in formations or be blown up in Death Stars (or one, then the other.)

Or, you can say "It's the Force that makes them miss," since there are MANY subtle aspects of the Force that require no active concentration and that make it waaay more powerful than telekinesis or lighting strikes vs. individuals (especially in the novels that mention history before SW Episode 1.)
