It's much like the Alcubierre Warp Bubble concept, but in this case it's based on a much studied wave phenomenon called a "soliton". He also claims that while the energy requirement is enormous, it wouldn't require the exotic "negative energy" of the Alcubierre concept, but rather perfectly ordinary positive energy. (Though the energy is equivalent of the conversion of an amount of mass roughly equal to the planet Jupiter. Though he also says there may be a way to reduce this by 60 orders of magnitude.)

The link is to a reputable lay site on the issue, and the physicist's paper was recently published in one of the most respected scientific journals in the field of cosmology and physics-- so not just a quirky idea from an Internet kook.
