Elvis's version is "just" a cover, although anyone singing it afterwards has his formidable rendition to contend with.
What I find interesting is that Elvis loved the Ernest Tubb version. The studio was putting together the semi obligatory for the time Elvis Christmas album. He had to battle for Blue Christmas. He was so annoyed at the battle and the dumb chart that he did what one might consider the very first Elvis Impersonation.
As Mark Steyn noted "Was that part of his plan to make the track unreleasable? If so, it failed spectacularly."

Russ Morgan did an early version in the late 1940's.
