Pretty weak article. So it's a rolling security camera… would it be different if it were a drone? Or one of the floodlight cams being advertised so heavily?

Back during the Dallas police shooting the Dallas PD used a robot to deliver a package of C4 close enough to the shooter to eliminate him.

Seriously, such a thing might be effective; if a perp knows the device *will* kill him if he doesn't surrender, and knows that he can't possibly stop this, the odds of surrender probably go way up. If he still doesn't comply, well, you were gonna have to kill him any way.
