For those who don't know Guillotine is a game about executing Aristos in the French Revolution.

In a turn you
1) Play an action card, and follow the instructions (if you want to)
2) Take the Aristo from the front of the line
3) Take a new action card

The Master Spy card (a noble) says "After each action card is played, move this card to the end of the line."

Would you
Play card-move Spy-follow instruction on action card
or
Play card-follow instruction on action card-Move Spy

?

I would think that following the instructions on the action card is what is meant by play the action card

so
play/follow instructions
move the spy

Yep, I agree with TNE2300 – that's the way we play. "Move the spy" is the last action in section 1, immediately before "2) Take an Aristo".

So you can move the Spy up to the front of the line with any of the various move cards, but he escapes to the back before you can take him.
