The murder rate has been so low this year that the 2012 murder count for New York will likely end up hovering around 400.

Nah, it's actually been in a steep decline ever since the early 90s. If anything, it leveled off a bit in recent years after the economic meltdown.

400 in a year isn't bad, it's still over 1 a day, and granted norway got less then 40 a year on avarge(last year beeing the exception) So with some 8 million in NCY and 5 million in norway, all beeing equal there should be about 80 murders a year in NYC, but it's not equal, big cites attact murders, norway only having one city even close to beeing called "bigish" and not close to the gigantic size of NYC, also American and NYC have a lot more poverty, and drug problems, leading to much more crime. but it' still ALOT less then the nasty 80s, didn't NYC have over 1300 muders a few years in the 80s?

More than 2200 in 1990, which was the worst year. New York is actually at the level of the 1940s right now.
